Stantec principal appointed to exec roles in two transportation organizations

Rock Miller, principal of the Transportation Planning & Traffic Engineering practice in Stantec’s Irvine, Calif. office, was recently appointed to executive roles in two leading industry organizations devoted to transportation issues and policy development at the state and national level. The Institute of Transportation Engineers (ITE) – an international educational and scientific association of transportation professionals – has elected Miller to serve as its international president for a one-year term while the State of California Traffic Control Devices Committee (CTCDC) recently appointed Miller as its newest member.
Miller’s post with ITE comes following a one-year team as the organization’s vice president where he helped to spearhead its ongoing mission to “facilitate the application of technology and scientific principles to research, planning, functional design, implementation, operation, policy development and management for any mode of ground transportation.” In his capacity as president, Miller will seek to heighten awareness for design trends related to safety, as well as for pedestrian and bicycle transportation.
In his role with the CTCDC, Miller will serve with a team of industry leaders responsible for advising agencies on state, regional, and local traffic issues, such as law changes, new treatments, and the State Manual of Uniform Traffic Control Devices. The CTCDC insights are taken into consideration by agencies while adopting rules and regulations prescribing uniform standards and specifications for all official traffic control devices used in California
To these roles, Miller brings more than 35 years of nationally-recognized traffic planning, design, and operations experience. Within the industry, Miller has served in numerous leadership capacities with several municipal organizations, including ITE, for which he has also served as a Southern California section president, Western District President, and is a Fellow. A resident of Orange, Calif., Miller received his bachelor’s and master’s degree in civil engineering from the University of California, Davis.
